In short the answer is:
EU Regulation 2018/848 on organic production and labelling of organic products states that “open-air areas may be partially covered.” This open norm is interpreted and enforced differently between EU Member States.
A fully covered outdoor run protects pigs from sun, wind and rain. In natural conditions pigs live in an environment with shade from vegetation. This results in living conditions without direct sunlight and wind. Especially young pigs (<25kg) are vulnerable for wind, rain and sun. Organic pig farmers can take measures to reduce wind around the outdoor run with trees or wind break fabric at the wind side of the buildings. However, pigs can avoid direct sunlight and rain by choosing for the indoor area or for the roofed part of the outdoor area.
On a partly covered outdoor run there will be more meteorological variation, that can be regarded as more environmental enrichment. Pigs will like it for a shorter or longer time, so it will improve their welfare. Additional rain in the slurry pit will give extra costs, but also reduce the ammonia emission. The water acts as a buffer and keeps the ammonium in the slurry. So it can be argued that a roof of the outdoor area of 50-75% contributes to a better pig welfare and has positive environmental effects, compared to a 100% roofed area.
